The essays in this volume, first published in 2000, explore questions about democracy that are relevant to political philosophy and political theory. Some essays discuss the appropriate ends of government or examine the difficulties involved in determining and carrying out the will of the people. The essays in this collection investigate two political traditions and their critical interactions. The first series of essays deals with the development of natural rights individualism, some examining its origins in the thought of the seminal political theorist, John Locke, and the influential constitutional theorist, Montesquieu, others the impact of their theories on intellectual leaders. Philosophy of Peace, in conjunction with Concerned Philosophers for Peace, explores socio-political and ethical perspectives on modern warfare, peacemaking, and conflict resolution, including the many forms of domestic and global violence, such as sexism, racism, and classism. Philosophy of Peace is a special series in the Value Inquiry Book Series. Between 1931 and 1935, Bertrand Russell contributed some 156 essays to the literary pages of the American newspaper New York American. These were often fun, humorous observations on the very real issues of the day, such as the Depression, the rise of Nazism and Prohibition, to more perennial themes such as love, parenthood, education and friendship. Philosophy and Public Affairs is founded in the belief that a philosophical examination of these issues can contribute to their clarification and to their resolution. It welcomes philosophical discussions of substantive legal, social, and political problems, as well as discussions of the more abstract questions to which they give rise. Footnotes 1 I have in mind here Theodor Adorno and Herbert Marcuse, both of the “Frankfurt School” of social criticism. Their doubts about the possibility of social criticism can be found in Adorno and Horkheimer's Negative Dialectics New York: Continuum Publishing Company, 1973, in Adorno's early Against Epistemology Cambridge: MIT Press, 1983, and in Marcuse's One‐Dimensional Man.
